The United States House of Representatives wrote in their bill to provide aid to the Ukraine, the Ukraine Support Act (H.R. 4278; 113th Congress), that "the Russian Government has deliberately blocked the Ukrainian people's access to uncensored sources of information and has provided alternative news and information that is both inaccurate and inflammatory."〔(【引用サイトリンク】url=http://beta.congress.gov/bill/113th-congress/house-bill/4278/text )〕 The Senate's Ukraine aid bill failed to include any provisions to provide increased funding to Radio Free Europe/Radio Liberty or the Voice of America, so they wrote this separate bill to do so.
